Cannabis seeds are legal in the Netherlands. Cannabis seeds may be sold and purchased, but growing cannabis is not legal in the Netherlands.
As of March 1, 2015, a change has been implemented in the grow shop law. This law is mainly aimed at tackling large-scale and commercial cannabis cultivation. Cannabis seeds are excluded from list 2 of the Opium Act
